Mr Logan Wort is the Executive Secretary of the African Tax Administration Forum (ATAF); a multilateral organisation of Heads of African Revenue Administrations, based in Pretoria, South Africa. As the ES of ATAF, Mr Wort is the organisation’s chief executive officer, responsible for its overall management, strategy and operations. A Sitting Member of the Council of ATAF, Mr Wort is amongst the founding figures of the organisation, having headed the Task Team which worked towards the establishment of ATAF in November 2009. Since joining ATAF, he has spearheaded Tax administration reforms across the continent and continues to do so, not only in his capacity as head of ATAF’s Secretariat, but also as a Member of the Consortium of the High-level Panel on Illicit Financial Flows of the UNECA and as a regular participant to the OECD Committee on Fiscal Affairs and the Global Forum for Transparency and Exchange of Information meetings. Prior to joining ATAF, Mr Wort served as Group Executive at the South African Revenue Service, Deputy Director General at the South African National Treasury and Chief Operating Officer in the Ministry of Finance of South Africa. Mr Wort also served as the Director of the Finance and Investment Sector Coordinating Unit of the Southern African Development Community (SADC). Mr. Githii Mburu is currently the Commissioner General for Kenya Revenue Authority (KRA), a position he has held since 1st July 2019. His 23 years of experience in Finance, Strategy formulation and implementation, Public Policy and Tax Administration has seen him successfully oversee significant transformation in Tax Administration with impressive outcomes in Domestic Revenue Mobilization, Trade Facilitation and Border Security. Mr. Mburu joined KRA in May 2007 to strengthen tax audit function in the Domestic Taxes Department where he was instrumental in development and implementation of sound audit policies and practices including the specialized areas of audit of multinationals and quality assurance for tax audits. He further served in the area of tax crime investigation where he led complex and high impact investigations of tax evasion syndicates with domestic and international dimensions.In March 2017, Mr. Mburu was appointed Commissioner of Intelligence and Strategic Operations a docket responsible for intelligence management, corruption investigations, exchange of information as well as representing KRA in the whole Government approach in law enforcement and the fight against economic crime. During his tenure as the Head of Intelligence, he developed a formidable intelligence gathering infrastructure that dismantled tax evasion schemes and redefined the role of intelligence in the fight against tax evasion and other economic crimes.
In December 2020, he was awarded the Chief of the Order of the Burning Spear (CBS) for his distinguished service to the nation of Kenya. During the same month, he was appointed the first chairperson of the Africa Initiative under the Global Forum on Transparency and Exchange of Information for Tax Purposes for a period of three (3) years. He is also a serving member of the Governing Council of the Africa Tax Administration Forum (ATAF).

Ms. Farida Karoney was appointed Cabinet Secretary for Lands and Physical planning in February 2018. She has executive powers on policy formulation and management matters.Prior to her appointment, she was the Chief Operating Officer at Royal Media Services, a media conglomerate with 14 radio stations, two television stations and a digital content platform. She had also served as Group Editorial Director, amongst other senior managerial positions in leading media houses in Kenya.
She is currently pursuing a Ph. D in Business Administration ( Strategic Management) at the University of Nairobi. She holds a Master of Business Administration (Strategic Management) and a Post-Graduate Diploma in Mass Communications from the University of Nairobi. She also holds a Bachelor of Education (Science-Botany and Zoology) from Kenyatta University.
She is passionate about ethical leadership, transparency and accountability in the management of public affairs. She is concerned about equity and sustainable management of shared resources such as land and the environment. She is currently implementing a raft of land reforms which include digitalisation of land transactions, decentralisation and legal, policy as well as institutional reforms at the Ministry of Lands and Physical planning.
She considers herself a transformative change leader and a true patriot.

Dr. Fred Mugambi Mwirigi is the Commissioner of the Kenya School of Revenue Administration (KESRA) which is the training School of the Kenya Revenue Authority (KRA). He is also the Head of Kenya Regional Training Centre (RTC) for World Customs Organization (WCO). He has been the Commissioner in charge of Kenya School of Revenue Administration (KESRA) which is the training School of the Kenya Revenue Authority since April 2018. He holds a PhD. in Entrepreneurship, a Master of Science degree in Entrepreneurship, a Bachelor of Business Administration (1st class honors) degree and a Diploma in Small Enterprise Management attained from Galilee International Management College, Israel. Dr. Mugambi has also been trained in various areas in Johannesburg, South Africa, Shanghai, China and Dhaka, Bangladesh.Prior to joining KRA, Dr. Mugambi was the founding Director of the Mombasa Campus of the Jomo Kenyatta University of Agriculture and Technology (JKUAT) where he was the Director for 7 years. Overall, he taught at JKUAT for 11 years and rose to the level of Senior Lecturer. While at JKUAT he was also the Chairman of the Nairobi Industrial Park the initiative that gave rise to a bid by the University to assemble laptops for the government for the nationwide free laptops project. JKUAT was one of the two universities that won the bids. Prior to joining JKUAT he taught at Kenya Methodist University and also worked at Kenindia Assurance Company.
Dr. Mugambi has published three books namely Leadership beyond the Boardroom, Journeying to the Horizon and Teardrops from My Heart, one book chapter and more than 20 research papers in refereed journals. He has also supervised 7 PhD and over 30 Master’s students to graduation.
Dr. Mugambi sits in various boards and committees. He has in the past served as the chairman of the Board Recruitment Committee for the Technical and Vocational Education and Training Authority (TVETA) under the Ministry of Education. Dr. Mugambi is also a member of Rotary International where he is involved in various philanthropic activities.
In the past, Dr Mugambi has conducted Consultancy and training tasks for many national and international organizations including JICA, Ministry of Industrialization, Consumer International, FAULU Kenya, East African Breweries Limited, GIZ, Adam Smith International, Kenya Education Staff Institute, Kenya Coconut Development Authority and Githunguri Dairy Farmers Cooperative Society, among others in 6 countries.

Mr. KARASIRA Ernest is the Deputy Commissioner for Regions and Decentralized Taxes Office within Rwanda Revenue Authority (RRA) since November 2017. He has served only RRA, he joined the institution from January 1998. He has more that 23 years of experience in tax administration where he started as junior staff, then got promoted to higher level gradually during the period he is being working with RRA.Before to be appointed as the Deputy Commissioner, he has worked in various departments within RRA at Headquarters and in provinces such as Head of procurement division for two years, head of taxpayer education Division for seven months, RRA Regional Coordinator of Northern Province for one-year, RRA Regional Coordinator of Eastern Province for two years; and in this position, he was coordinating all RRA taxation activities within those provinces including domestic and customs related taxes and he has worked previously in many other positions within the institution.
Since 2015, when the Government of Rwanda decided to give to RRA the responsibility to assess and collect decentralized taxes and fees on behalf of decentralized entities, Mr. Ernest was appointed to that responsibility in 2017, since then, he has contributed to the effective implementation of laws and regulations related to decentralized taxes and fees which resulted in the continuous improvement of collection of decentralized taxes and fees.

She had been serving as the Deputy Commissioner in charge of the Tax Dispute Resolution docket.Mrs. Simiyu is a seasoned and grounded tax professional with over 19 years of experience. Before joining KRA in April 2018, she served as the Standard Chartered Bank Regional Tax Manager East Africa. While at the Bank, she also served as a member of the Kenya Bankers Association (KBA) Finance and Audit Committee, and specifically as the Chairperson of the Tax Sub-Committee. She began her career at PricewaterhouseCoopers (PwC) in 2001 rising to the position of Tax Manager.
Mrs Simiyu is a qualified Chartered Accountant, a Fellow Chartered and Certified Accountant (FCCA), an Advocate of the High Court of Kenya, a member of the Law Society of Kenya and a Certified Public Secretary. She holds a Master of Laws degree from the University of Nairobi with a focus on International Trade and Investment. Mrs Simiyu also holds a Bachelor of Laws degree from the University of Dar es Salaam and a post-graduate Diploma in Law from the Kenya School of Law. Avant de rejoindre la Direction du Cadastre, il a été chargé d’étude à la Direction de la Législation, du Contentieux et de la Documentation, où il a pris part aux travaux d’élaboration des projets de textes dans la cadre l’annexe fiscale à la loi de Finances portant Budget de l’Etat
Il est titulaire d’un Diplôme d’Etude Approfondie (DEA) en Droit public, et diplômé de l’Ecole nationale d’Administration (Côte d’Ivoire, promotion 2005-2006). Depuis 2012, il est chargé de cours d’impôt foncier au sein de ladite Ecole.

Wilson Prichard is an Associate Professor at the Munk School of Global Affairs and Public Policy and the Department of Political Science, is a Research Fellow at the Institute of Development Studies and is the CEO of International Center for Tax and Development. He holds a Ph.D. and MPhil from the Institute of Development Studies, and a BA from Harvard University. His research is focused on the question of taxation and development, primarily in Sub-Saharan Africa. How can states expand their ability to raise revenues equitably in order to finance services and redistribution? And what are the broader implications of expanded tax systems for state-building and accountability? He is the author of Taxation, Responsiveness, and Accountability: The Dynamics of Tax Bargaining in Sub-Saharan Africa (Cambridge University Press) and Taxing Africa (Zed Books, named a Foreign Affairs Best Book of 2019). His work has appeared in a wide range of academic journals, including the British Journal of Political Science, International Affairs, World Development, and the Journal of Development Studies, and he also writes and blogs broadly for policy audiences. Trésor-Gauthier M. Kalonji has a PhD in tax law from the University of Neuchâtel (Switzerland), since November 2019. His thesis focused on the impact of the OECD BEPS Project as well as the EU ATAD Directive on tax systems in developing countries. He is currently a Scientific Collaborator at the Chair of Tax Law of the same University, where he works on two projects: one on taxation in French-speaking sub-Saharan Africa and the other on the comparative study of ecological taxation in Europe and in Africa, with a focus on the Democratic Republic of Congo (DRC).Since January 2020, he has been teaching tax law and public finance law in a few universities in the DRC (notably at the National Pedagogical University, the Catholic University of Bukavu, the Leadership Academia University and the National School of Finance). Sameera is the Manager Technical Assistance in the Tax Programmes Directorate of the African Tax Administration Forum. She oversees the delivery of technical assistance requested by member countries focussing on different areas such as transfer pricing, exchange of information, domestic taxes and tax administration aimed at increasing the efficiency and effectiveness of members tax administration. Before joining ATAF, Sameera worked at the South African Revenue Service. Her experience acquired includes Tax, Forensic and Criminal Investigation and Risk management. Sameera played a leading role in establishing and addressing the reports of tax crimes and corruption particularly. Mr. Jonas FASSINOU is an Economist-Researcher and teacher at the Institut Supérieur Saint Paul de Tarse (ISSPT), Benin. He is currently a doctoral student at the University Thomas Sankara (ex OUAGA 2), Burkina Faso. Mr. Fassinou obtained an ASD/Master's degree in Applied Macroeconomics from the University of Abomey-Calavi, Benin in 2012 and in 2016, a second ASD/Master's degree in Agricultural Economics and Policies under the Programme de Troisième Cycle Interuniversitaire en Économie (PTCI), at the University Thomas Sankara (ex OUAGA 2), Burkina Faso. Trésor-Gauthier M. Kalonji has a PhD in tax law from the University of Neuchâtel (Switzerland), since November 2019. His thesis focused on the impact of the OECD BEPS Project as well as the EU ATAD Directive on tax systems in developing countries. He is currently a Scientific Collaborator at the Chair of Tax Law of the same University, where he works on two projects: one on taxation in French-speaking sub-Saharan Africa and the other on the comparative study of ecological taxation in Europe and in Africa, with a focus on the Democratic Republic of Congo (DRC).Since January 2020, he has been teaching tax law and public finance law in a few universities in the DRC (notably at the National Pedagogical University, the Catholic University of Bukavu, the Leadership Academia University and the National School of Finance). In addition, he is a Senior Executive at the Ministry of Finance, where he performs legal and fiscal functions.

Seydou Coulibaly is an economist, currently working with the African Development Bank as Senior Country Economist of Burundi. Before joining the African Development Bank, he has lectured in Macroeconomics at the University of Clermont Auvergne, France and in Petroleum taxation and International taxation at the African Center for Management and Executive Development (CAMPC), Abidjan, Côte d’Ivoire.Seydou holds a PhD in Economics from the University of Clermont Auvergne in Clermont-Ferrand.
