The African Property Tax Initiative (APTI), in partnership with the African Tax Administration Forum (ATAF), is pleased to announce a three-part webinar series to disseminate and exchange knowledge, methods, and best practices for effective property tax systems in Africa.

These webinars will lead up to ATAF’s 6th African Tax Research Network (ATRN) Congress scheduled to take place from 6-8 September 2021 in Nairobi, Kenya (Subject to COVID-19 restrictions) and/or virtually via Zoom Video Conferencing. This year’s congress is on the theme “Maximising property tax revenues through digitalisation”.

The first webinar will be held on 24 March 2021 via Zoom on the theme: “Effective Property Valuation for Tax Purposes: Balancing Precision and Equity” at 4:00 to 6:00 (Pretoria Time) or 9 am – 11 am (Eastern Canada Time)

This event focuses on property valuation as a critical step in the administration of property taxes. This process involves identifying and assessing the value of properties as the basis for subsequent taxation. Effective valuation is essential to ensure both effective revenue mobilization and equity across taxpayers. Although, in theory, this may seem straightforward, in practice, administrative, legal, political, and financial challenges, as well as those related to Covid-19, continue to limit effective property valuation.

As a result, property valuations are frequently out of date, incomplete or inaccurate, leading to lower revenue potential and significant inequity across taxpayers. This webinar aims to explore some of the underlying causes of ineffective property valuation and potential approaches to improving outcomes and will draw insights from diverse experiences and identify tested solutions to be shared with policymakers, tax administrators, practitioners, and researchers.
