The main aim of this Guide is to provide direction to tax administrations in Africa on the ideal treatment of VAT in the construction sector, i.e. treatment that befits international good practices.
The Guide highlights the main principles required for levying VAT in the construction industry, with the aim of enlightening tax authorities and reducing the prevailing risks in the construction industry. It builds on the survey input from tax administrations in Africa and other relevant stakeholders, including the academia and tax consulting firms.
This Guide is not meant to be a panacea for the deficiencies in tax authorities’ national legislation and administration. It is simply there to guide, rather than giving a detailed prescription for national legislation.
