Taxation of Small and Medium Enterprises (SMEs) in Africa Good Practices and Lessons Learned: A Case Study of the Vehicle Registration and the Tax Identification Number in Burundi. In July 2009, the government of Burundi established a unified tax administration: the Burundi Tax Administration (OBR), a semi-autonomous state institution for the collection of public revenue. The OBR undertook the reform of vehicle registration and the use of tax identification numbers in transactions. The reform is the subject of this study.
