The emergence of cryptocurrencies in Africa has been well-documented. Countries like Nigeria, Kenya, Togo, Ghana and South Africa are ranked highly in analysts’ country cryptocurrency adoption lists. Especially about low-volume transactions and spread of ownership, Africa polls higher than the global average.
Are there other ways that resource-rich developing countries might benefit financially from their mineral wealth? In July 2020, the ATAF and the IGF launched 'The Future of Resource Taxation', an inclusive, multistakeholder dialogue to rethink how developing countries benefit financially from their mineral resources.
Given the potential of the AfCFTA, it is critical that these tariff revenue losses are considered within the context of the different countries involved. This policy brief seeks to analyse the tariff revenue implications of the AfCFTA at a more granular level.
As a policy design option, carbon taxes can be employed at the upstream or at the downstream level. Downstream carbon taxes adopt a sectoral approach to the pricing of carbon, to the extent that they only capture the externalities associated with the industries enumerated in the law foreseeing such regimes.
The objective of this policy brief is to scope out the main tax-related issues arising in established regional and global trade communities that can be viewed as lessons ahead of the full operationalization of the AfCFTA.
